Transdev General Manager in Monroe, Michigan

General Description:

The General Manager of Lake Erie Transportation Commission operating as the Chief Executive Officer (CEO) and the Chief Finance Officer (CFO) shall have broad responsibility for the operation of the transit system under the philosophy and mission of the Commission, the policies set by the Trustees and laws of the State of Michigan.

The duties of the General Manager shall include but are not limited to:

  • Develops and reviews requirements and standards for operations and maintenance.

  • Accepts all responsibility for the transit system and ensures the system remains functional at all times.

  • Recommend policies, salary schedules, and staff appointments to the Commission for approval.

  • Prepares and recommends a proposed annual budget to the Commission for approval.

  • Direct and maintain a training program for all employees, in concert with the policies and objectives of the Commission.

  • Supervise construction, maintenance, and use of the facility.

  • Establish and supervise a public relations program in the county (which includes providing information to all county residents regarding the services, status, and activities of the LETC).

  • Maintain controls so that equipment, vehicles, and facilities are used for OFFICAL use only.

  • Maintain active communication with all federal, state, and local officials.

  • Maintain active communication with S.M.A.R.T through direct contact or Monroe County’s representative to the S.M.A.R.T Board.

  • Supervise expenditure and accounting of all Commission funds and provide the Commission with monthly reports that accurately reflect all revenue expenditures. All requests to “overspend” an account must be accompanied by an explanation if which account(s) will be used to balance the budget.

  • The Commission shall be kept informed of all route changes except when they result from minor/temporary traffic delays due to construction.

  • Designate person(s) to act in the absence of the General Manager.

  • Prepare written evaluations for all non-union personnel at least annually.

  • Supervise the negotiation of union contracts.

  • Supervise the maintenance of all LET vehicles while keeping complete records.

  • Provide complete cooperation with the auditors during their annual audit.

  • Prepare and submit grants to appropriate agencies.

  • Remain up-to-date on all information/laws/regulations that might affect LET by attendance at local, state, and out-of-state meetings.

  • Such other duties as assigned by the commission.

Required Qualifications and Skills:

  • A bachelor’s degree in business, transportation, or a related field is strongly preferred.

  • Budget planning, route planning, labor relations, inventory control, experience in procurement and bidding processes, payroll management, scheduling system management, safety, training and risk management.

  • Experience managing in a union environment.

  • Ability to blend business sense with common sense in the decision-making process.

  • Computer literate with a good working knowledge of Microsoft Excel and Word.

  • Must have evidence of building solid relationships with supervisors, peers, and subordinates.

  • Excellent communication skills.

  • Demonstrated ability to build and continuously motivate highly effective teams.

  • Successful track record in managing budgets and/or P&L responsibility.

  • Proven ability to effectively and professionally interface with using agencies, directors, federal, state, and local elected officials, operators, and all levels of hourly and salaried employees, including senior management.

  • Must be a self-starter able to obtain successful results without supervision.
