Overview:
The Assistant General Manager supports the General Manager in directing the passenger transit operations. This position is based at our contract at the University of TN, in Knoxville. The Assistant General Manager is responsible for the day-to-day operations of the contract, facility and safety of personnel and passengers, customer service and managing the financials. Responsibilities:
Assist the General Manager in developing and implementing strategic plans to improve transit services, enhance operational efficiency, and meet organizational goals.
Provide leadership and guidance to departmental managers and staff, fostering a culture of accountability, innovation, and continuous improvement.
Oversee the day-to-day operations of transit services, including scheduling, fleet management, route planning, and service delivery.
Collaborate with other departments, including maintenance, safety, finance, and customer service, to ensure seamless coordination and integration of operations.
Monitor key performance indicators (KPIs) and operational metrics to assess performance, identify areas for improvement, and implement corrective actions as needed.
Manage labor relations, including collective bargaining agreements, employee grievances, and workforce planning, in collaboration with Human Resources.
Develop and maintain relationships with stakeholders, including government agencies, community organizations, transit unions, and transit riders, to promote transparency, engagement, and support for transit initiatives.
Ensure compliance with relevant laws, regulations, and policies governing public transit operations, safety, and accessibility.
Support the General Manager in budgeting, financial planning, and resource allocation to ensure fiscal responsibility and sustainability.
Represent the transit agency in meetings, conferences, and public forums, advocating for the agency's interests and promoting awareness of transit issues and initiatives.
Qualifications:
Education, Licensing, and Certifications:
High School Diploma or GED required
Bachelor’s degree or equivalent in Business Administration, Logistics, Transportation or related field preferred.
Experience, Skills and Knowledge Required:
5+7 years of supervisory or management level experience in the passenger transportation industry
Labor relations experience preferred.
Knowledge of relevant federal and state employment laws
Thorough knowledge of laws, ordinances and regulations underlying the transit operation
Thorough knowledge of the methods of operation of the transit system’s staff and operational departments
Ability to deal with state and local government
Ability to manage cost control and financial/budget experience handling multiple locations
Working knowledge and proficiency with Microsoft Word, Excel and PowerPoint programs
Strong written and oral communication skills; excellent presentation skills; ability to influence people at all levels of the organization
Ability to organize and perform work efficiently; strong attention to details
Ability to work effectively with labor; including labor grievances and negotiations.
